Honestly, I find it hard to get a sense for balance for these weapons with the usability issues in the way. But, I guess one idea for C. Merciless is for the mod to refill 1 ammo on each weak spot hit, instead of having to hit all 3. Most people know that it's bugged in that the orbs are counting as hit enemies and instantly refills itself, but there are some other interesting things I've noticed in regards to mutators.
